Yeah some of the perks are duds. Playing on hardcore, I end up with 2 main level perks unused at level 20 - Manly odour is unnecessary because you have high charisma from your good gear + knight in shining armour perk from defence, and taking it reduces your stealth while dirty (so, like most of the time I'm creeping around the woods?); the other perks that trade points in one stat for points
This happened to me yesterday. I was saving perk points in Maintenance, because I didn't want to take any of the level 3 ones. I tried to take both of the level 6 perks, but failed both. I thought maybe it doesn't let you skip a perk level. But when I reloaded the save, it worked (I didn't try it again until I had slept/saved the next time). Haggling certainly does. yes, haggling does increase it, but so does anything related to talking/asking questions. Haggling, talking to people, and using speech option when talking increases your speech level. Just generally talking to everyone in the city is a fast way of levelling it. For me Highborn,a lot of play time in the villages. I've found Highborn to be most useful of the two if you use speech skill a lot, simply because common people generally have lower speech checks so you'll pass their check anyway.
